Ali Mwachirumbi Joto
C.E.C.M - Roads & Public Works
Ali Mwachirumbi Joto is the County Executive Committee Member for the Department of Roads and Public Works in Kwale County, heading the department and representing it in the cabinet.
Before being appointed CECM in December 2022, Ali was the Chief officer of the Department of Roads and Public Works in Kwale County serving as the accounting officer of the department.
Before joining the government, Ali was the Director of Conspun (K) Limited, a private construction company that handled projects in the roads, building, and mechanical works sectors.
Prior to being the director of Conspun (K) Limited, Ali was the Project Manager for Woodstone Limited managing various high-end projects for international investors.
Previously, Ali worked with Trax Kenya Limited, first as a project coordinator before being promoted to work as the
Assistant Project Manager in the same company while undertaking a mega infrastructure project at British Army Training Unit Kenya (BATUK)
Ali also worked at JCB Ventures Kenya Limited, working as projects Quantity Surveyor before being promoted to work as a project engineer in the same Company after just 6 months. He was responsible for designs, bills of quantities preparation, sourcing for new tenders, and overseeing implementation of construction projects.
Ali earned a NEBOSH International Construction Certificate in Safety and Health before earning a Project Management Professional (PMP) qualification from the Project Management Institute, gaining extensive knowledge on how to manage projects professionally and safely. Further Ali holds a bachelor’s degree in construction management from the Jomo Kenyatta University of Agriculture and Technology (JKUAT)
Eng. Salim Zimbu
Chief Officer - Roads & Public Works
He is a Professional Engineer registered by the Engineers Board of Kenya (EBK) and a Corporate Member of the Institution of Engineers of Kenya (IEK). Eng. Zimbu has vast experience in the area of Civil and Structural works having been involved in the design, construction supervision and construction contract management in a number of projects.
Prior to this Eng. Zimbu worked at the Technical University of Mombasa where he rose to the rank of Tutorial Fellow in the Department of Building and Civil Engineering,
at the County Government of Machakos as a Project Engineer Roads.
Eng. Zimbu holds a Master of Science in Civil Engineering jointly conferred by The Pan African University and Jomo Kenyatta University of Agriculture and Technology (PAU-JKUAT) and a Bachelor of Science in Civil Engineering from Jomo Kenyatta University of Agriculture and Technology. He is an alumnus of the Alliance High School.
