Mrs. MWANAMISI LIBONDO
Chairperson
Mrs. Mwanamisi Libondo is the Chairperson of the Kwale County Public Service Board, appointed by H.E the Governor of Kwale County on 2nd June 2026. Prior to her appointment she served as Lecturer at Pwani University, department of Economics and Business Studies.
She also served as a Member of the County Assembly of Kwale where she chaired several committees including Adhoc Committees on Appointments from 2013 to 2017.
She was a beneficiary of the Equity Bank Pre-University Programme after emerging Top Student in Kwale County in the KCSE National exam of 2006. Thereafter she worked at the bank and held several positions including Compliance and Risk Management.
Mrs. Libondo is an accomplished professional in Finance and Administration, experienced at providing operational excellence and strategic leadership. She holds a Masters Degree in Business Administration from University of Nairobi, currently pursuing her Doctorate in Finance at the University of Nairobi.
She also holds a Bachelor of Business Administration with Information Technology (Finance option) from Maseno University.
Ms. Tsala H. B.
Board Secretary
Ms Tsala Halima Bakari is the Secretary/CEO of the Kwale County Public Service Board appointed by H.E the Governor of Kwale County. Prior to her appointment, she served as the Director of Human Resource Management & Development at the Mombasa County Public Service Board from February 2014 to March 2024.
She has also served as Assistant Director Training and Development, Deputy Director Human Resource Management & Director Human Resource Management respectively at the City Council of Nairobi from August 2007 to February 2014.
Ms. Tsala holds a Masters of Business Administration (HRM) from the University of Nairobi, a Bachelors of Education (Arts) from Moi University, Eldoret, a Diploma & Higher Diploma in Human Resource Management. She is a certified Human Resource Professional (CHRPK) and a certified secretary (CPS-K).
