Key achievements  Construction of 2 Social Halls at Mwabila, Mwavumbo ward & Majimboni in Kubo Southward Construction of 2 Libraries. Phase one of the Kwale Library is complete. Lunga Lunga library is ongoing  The existence of a County Cultural Museum with artifacts awaiting the establishment of a Museum Gallery once the MOU and contract with the County Government are finalized Promotion of Literacy and access to information through facilitating access to library services. 7200 people/students accessed the services (research and reading materials). This has improved academic performance in some schools e.g. Kinango Secondary School and Kinango Polytechnic Renovation of Kombani drug rehabilitation center ( painting, ceiling, etc.) Construction of 6 public Toilets ( 3 ongoing) Contracts have been given for the establishment of the Lunga Lunga rescue center and the second one for Kinango is at the evaluation stage Ten (10) year Sectoral Plan developed to guide implementation for effective service delivery  Fabrication of street lighting at Kwale Baraza Park is still in the process Operationalization of Kombani Rehabilitation Centre - offered treatment and recovery intervention for persons affected by alcohol and drug abuse(Continuous) Construction of County Stadia Phase 2 includes the construction of a VIP Pavillion, FIFA standard football field with stormwater drainage system Construction and equipping of audio-visual recording studio Rehabilitation and improvement of Mirihini, Kiweke, Magutu, Ng’ombeni, Vanga, Bodo, Kanana, Kichakasimba, Mkelekeleni, Nyumba site, Ukunda Showground and Puma sports field Leveling of 47 sports fields Conducted annual ballgames from ward level to inter-county for volleyball and football Support to 12 pro sports teams in leagues Constructed and equipped County Audio Visual Recording Studio 4.14 Challenges and recommendations:- 4.15 Division of Social Infrastructural Development & Culture and Heritage Promotion COVID-19 disease restrictions hindered the implementation of cultural activities whose essence is mainly performing arts, music, and dance among others, and pulled crowds of people and this is against prevention protocols Inadequate funding/ resources halted the implementation of some activities like cultural programs and also delayed the timely implementation of activities thus affecting the full realization of the set targets and objectives The lack of some essential working tools slows down the full realization of results. Laptops are essential for senior staff to facilitate work both in office and out of the office as their positions require extra time after office hours. Lack of this delays work e.g. reporting and makes it difficult to achieve results as expected Delayed disbursement of funds causing delays in implementation Lack of staff training to enhance capacities in service delivery. g Monitoring and reporting Inadequate involvement of staff in sector program planning and budgeting Lack of power supply in most social halls and water connection in public toilets Inadequate technical equipment (desktop computers, scanners, laptops) at the library and frequent disconnection of Wi-Fi; Land issues/border issues with neighbors and incomplete fencing posing security challenges
